The following website describes how to do it for 2.10

https://www.maketecheasier.com/make-gimp-look-like-photoshop/

mv ~/.config/GIMP/2.10 ~/.config/GIMP/2.10.OLD
cd ~/.config/GIMP/
git clone --depth=1 https://github.com/doctormo/GimpPs.git 2.10

I haven't tried it yet.

Linux:

For GIMP installed from the repositories (this includes official repositories or third-party repositories like a PPA, AUR, and so on), the GIMP 2.10 configuration directory is: ~/.config/GIMP/2.10

For GIMP installed from a Flatpak package (from Flathub), the GIMP 2.10 configuration directory is: ~/.var/app/org.gimp.GIMP/config/GIMP/2.10

For GIMP installed from a Snap package, the GIMP 2.10 configuration can be found in: ~/snap/gimp/current/.config/GIMP/2.10

Windows

The GIMP 2.10 configuration folder is located in: C:\Users\[your username]\AppData\Roaming\GIMP\2.10

macOS

The GIMP 2.10 configuration folder under: /Users/[your username]/Library/Application Support/GIMP/2.10

Unfortunately, the menurc file in ~/Library/Application Support/GIMP/2.10 (macOS) doesn't work. It will be overridden every time you restart your GIMP.

That file does not get entirely overwritten for me. It gets updated/merged but the new keyboard shortcuts still work correctly.

this person upgraded the install script for 2.10 apparently, but everything else appears to be unchanged:
