At the moment anyone, can create/edit and delete geomtry.

There should be different user levels which have different permissions:

Super user - This is an admin-like role where they can edit/delete everything.
Service user - This identifies automated tasks like importing gps during a car chase.
User - These users are only allowed to edit things they made.

This requires the user levels to be honoured by the API.
