Edit Content: Disable Editing for Vector Images in Image Playground

User Story

As a user of the Image playground, I want to be informed that editing is not allowed for vector images, so that I do not attempt to edit unsupported formats and experience confusion or errors. Given the recent changes made in the ticket Ignore Vector Images in Image API #30196, I need clear indications that vector images cannot be edited, specifically for formats like "svg", "eps", "ai", and "dxf".

1. The edit button should be disabled when the image extension is a vector extension.
2. Users should not be able to edit vector images with the following extensions: "svg", "eps", "ai", "dxf".
3. We need to have a message explaining the user why can't edit this image
