Include a control to mark a wofklow action as primary or secondary

User Story

As a workflows user, I want to be able to specify that a given workflow action is either primary or secondary in the UI.
For this, the recommended UI control is a radio button with the two options "primary | secondary" (defaults to "primary)

Acceptance Criteria

The workflow action screen having the radio button to specify if the action is either "primary" or "secondary"
