Dates inconsistencies with previous tasks preventing Task241009CreatePostgresJobQueueTables to run #31110

Problem Statement

The upgrade task Task241009CreatePostgresJobQueueTables is not executing due to date inconsistencies in the TaskLocatorUtil. This task is responsible for creating PostgreSQL job queue tables but is being skipped in the upgrade process due to timestamp ordering issues.

Proposed Solution

Rename the upgrade task using a current date format to ensure proper execution order:

Current name: Task241009CreatePostgresJobQueueTables
Proposed name: Task250113CreatePostgresJobQueueTables
