This is because our tests use github actions, and, by-design, github actions won't be triggered on PRs that were created via github action (to prevent recursive workflows): https://docs.github.com/en/actions/security-for-github-actions/security-guides/automatic-token-authentication#using-the-github_token-in-a-workflow

We should figure out a way around this

Note that we can workaround this for now by closing and reopening the backport PRs. That will kick off the tests.
