Add Qdrant Aspire Component

We should make an Aspire Component for working with a Qdrant vector database.

We should make sure that the Aspire Qdrant Component integrates well with Semantic Kernel. See also https://www.nuget.org/packages/Microsoft.SemanticKernel.Connectors.Memory.Qdrant/
