Adding new Ubuntu images similar to #1041. Looks like we use Ubuntu for arm testing here: https://github.com/dotnet/runtime/blob/38467bb8b92c85e2a7aefb26f597e9c8507a69ac/eng/pipelines/coreclr/templates/helix-queues-setup.yml#L66-L68.
