sdk repo has many tests that indirectly consume this package, via Microsoft.NET.Test.Sdk

Microsoft.TestPlatform.TestHost builds on Windows only. To enable SDK tests on non-Windows, this package would need to be enabled first.

Closing as Matt fixed this for non-source-only builds.

Reopening, as TestHost is still not building on non-Windows platforms.
