[Feature request] Cleanup stale tickets with condition

There's a nice feature(=action) from github which closes tickets automatically, see https://github.com/marketplace/actions/close-stale-issues

In the context of this repo it's better during the first shot to have tickets closed by labels, see https://github.com/marketplace/actions/close-stale-issues#only-labels .

It should not be that strict so that tickets are closed after a to-be-defined amount of time only when an answer e.g. from a person who opened an issue was missing.
