Per conversation with gaelcolas in Slack.

I'm thinking two living documents to help new DSC users understand what it is since there is a lot of dated information online.

What DSC is and an over view of what deployment options are and recommended
The current state of the ecosystem. Maybe three sections: deprecated feature set, current feature set, future plans
How do you get started? What is it? What's the difference between on prem and azure (treating it as a product) [added by Matt on slack]
