Scroll position is not restored when reopening last closed page

Steps to reproduce the bug

1. Open a page which does not fit into the viewport (e.g. https://github.com/duckduckgo/macos-browser/blob/main/CONTRIBUTING.md on a laptop, or something longer when working with a larger screen).
2. Scroll to the very bottom.
3. Close it (e.g. with Cmd W)
4. Reopen it (e.g. with Cmd Shift T)

Expected behavior

The page is reopened with the scroll position restored, i.e. scrolled to the very bottom in this scenario.

Actual behavior

The page is reopened with scroll position set to the start of the page.
