Move up hierarchy item up/down relative to its siblings.

Notebooks do not move.
SectionGroups can only move within their parent SectionGroup or Notebook
Sections can only move within their parent SectionGroup or Notebook.
Pages can only move with their Section.
If a Page has associated Sub-pages, these must follow the parent item.
