Optimize tmpdir creation to be reused (with versioning)

The tmpdir created contains just immutable files necessary for cjit execution and they are not changing across multiple executions.

This means that we don't need to create a new tmpdir with randomized path at every execution, but CJIT could create one with versioning info just in case it doesn't exists already, else reuse what is found.
