too much bitrate

First of all, thanks a lot for creating this magnificent plugin, I'm having a problem with the extreme tex of bitrate, I wanted to put a maximum bitrate limit, twitch often bugs dropping the quality of full HD "source" to 720p with 3k bitrate, besides that many people where I live in Brazil can't watch the live with more than 30k bitrate which makes it a big problem for us.
there is a possibility to adjust the quality to following settings
-1080p 60FPS 10k bitrate
-720p60fps
6k bitrate

Juste need to set your biterate correctly if you use preset and CBR, constant bytes rate
