Add labels from EurVoc to each case #25

EuroVoc is an official thesaurus of vocabulary maintained by the European Union.
https://eur-lex.europa.eu/browse/eurovoc.html

It is not possible to label manually all the case documents, but we should do something like this:

first try a simple exact matching
BiGRU approach / other CNN approach
