Update Meta Model to V3 #7

The meta model is now on version 3 (https://industrialdigitaltwin.org/wp-content/uploads/2023/06/IDTA-01001-3-0_SpecificationAssetAdministrationShell_Part1_Metamodel.pdf) and the code base should be updated to reflect this.
