First release with Eclipse 2023-09

Should we do a first Release along with Eclipse 2023-09

@ghentschke as far as I can see all the PRs that we discussed today have already been merged. So, +1 from my side.
Do you have any concerns @jonahgraham ?

Big +1 - I propose we prepare the release for the 13 of September in line with CDT 11.3.0 + 2023-09.

I recommend a URL of https://download.eclipse.org/tools/cdt/releases/cdt-lsp/1.0/1.0.0 with a composite pointing to that URL from https://download.eclipse.org/tools/cdt/releases/cdt-lsp/1.0 and https://download.eclipse.org/tools/cdt/releases/cdt-lsp/latest

We should prepare the "final" build on 12 September allowing us to test CDT LSP 1.0 with CDT 11.3.0 and 2023-09 (which is available for testing starting on Sept 8th).

PS We can have the final sign-off on the release at the CDT call on 13 Sept.

I can prepare and do the release engineering on 11 + 12 Sept if that works for everyone.
