Deprecate and mark for removal C/C++ Projects view (CView)

Currently the children of a ITranslationUnit in the 'C/C++ Projects' view cannot be fetched form the language server.

The CView has to be made extensible to use the LS based children for a ITranslationUnit from a LS based content and label provider.

I suggest we discuss what we want to do with this view on the next CDT project call. I haven't used it for many years but perhaps others still use it.

The Navigator view is actually removed now, not just deprecated.

We probably should make C/C++ Projects view deprecated, or add it to the future deletions plan. I have added it to the agenda of the next call.
