Currently when a Reference widget is in read-only mode, it is entirely disabled:

In this state the current values references (displayed as chips) should still by clickable so that the user can select them and navigate the reference; this does not trigger any tool or other behavior which can modify the model so it should be allowed even in read-only mode.
