Create function to moderate number of emails sent

Want to add an email saying that there are validation logs available, and remind them to look.

As validation logs are updated and there are still things that need to be validated. (don't want to send an email every 20 mins)

verify that HTML reports contain links(?) to validation logs

Ideally they could get reminders (no more than every 2 weeks). This is not the highest priority for RVF2.

Potentially could work like: Can output a csv that tracks when emails when emails are sent and sends an email if changes haven't been made in a timely manner?

Should be converted to an issue in {ohcleandat}
