Auto-select feature for task list

Overview: As we look to evaluate the use of the database as a home for tasks, an auto-selection of tasks based on a particular program will be helpful. Right now, once an event is created the user has to manually select tasks from the "common tasks" list that they want assigned with the event. Many of our event will require similar tasks to be assigned

Issue: Allow tasks to be automatically selected for events upon creation. Add a program qualifier that to the task creation process that allows users to attach specific tasks to one or more programs.
