add option to set the default account availability

use case:
if the application forces to have an non SSO wp account, and usage allowed only with this acc., should be able deny logging in with SSO only account as default. This account still able to bind and after binding the wp account is usable with sso authentication.

• add option to the admin page
• implement setting the 'account_disabled' user option according this option
