sudo chown -R whoami /home/me/.atom/packages/racer/ had no output but did not change permissions.

I have no clue.
Strange that Atom installed packages as root...
Maybe you ran atom as root during the installation of racer?
Maybe you could delete the package and reinstall it? We have no control upon installation process.
