Add bash autocompletion rules for safe, for both commands and backends/paths.

For anyone who has come to this issue hoping for a solution - the working copy for bash completion is here: https://github.com/thomasmmitchell/safe_complete

When I find the time, I'd like to integrate this into safe itself as an evalable flag.
