The build.gradle file is currently setup to build a Docker image as eiffel-community/eiffel-jira-plugin:$VERSION, but the eiffel-community user does not exist on Dockerhub. The image will still build and be runnable locally, but there's nowhere to docker push to. We should establish responsibilites for docker respoitory maintinence and ownership.
