In Azure CI we used to publish artifacts:

checker-framework/azure-pipelines.yml

Line 113 in 61d8e8e

- task: PublishPipelineArtifact@1

Set this up in Github Actions and document how to use these artifacts.

It's probably enough to only publish JDK 21 artifacts, which is also the JDK we use for releases.
