Notifications are auto-dismissing despite setting in Extensions menu

Despite setting "Auto-dismiss notifications" to 'off', I'm seeing the notifications vanish on their own. Using Chrome on 10.9. This functioned fine since my last OSX upgrade, so I'm suspecting an issue with Chrome?

This is caused by a change in Chrome. After a few seconds, Chrome moves notifications into a menu bar icon. From what I can tell, there is no way to prevent this new behavior.
