Enables Log Analytics for VMs (which will install the OMS agent), if the templates are supplied with Log Analytics ID and Key.
Since our additions to the scripts need to place things in the directories created by the OMS Agent we need that to happen first.

This allows a Log Analytics key to be added to the deployment to allow VMs to be associated with Log Analytics.
I've only done:
As these are all we're using. If the approach is generally acceptable then I can possibly look at the other VMs (though I don't have an easy way to test those).
