@richvdh, after all the epic to define behaviour for handling MXIDs case insensitively when inviting, i seem to remember you saying you that you'd bludgeoned federation into an implementation that worked. did this land? i can't see it in the synapse changelog...

I tried some hacking before proposing a better solution, which should be reasonably easy to implement: https://docs.google.com/document/d/1B7q_3ruJzeQTg-uJHe1UScxbVLzgm451c25OjpYcojI/edit. But I didn't get anywhere with implemening it.
