emacs version 28.2 or above required for spacemacs #93

The container emacslsp/lsp-docker-full:latest only includes version 28.0.50.

This breaks the spacemacs startup.

@tomichec , AFAIK prebuilt images are severely outdated, probably it will be easier to build a new one by yourself
