Improvement for Delays panel

Please implement the following if possible:

• put text for expected delay on top of boxplot rather than behind. Difficult to read at the moment
• add a selector for time-unit, similar to the time-series panel, to change the resolution of the x axis of the box plot
• replace "calculated on ICG data only" by "calculated for reactive vaccination campaigns only" 
• in the Table tab, remove add_overall from gtsummary as there is only one mechanism

Yes please, Loan should be classified as Reactive
