Expand R6 data list

Currently data sourcing, the generation time, and reporting delays are passed in during the function call. These would all be better as objects in the dataset list as this would increase flexibility. This is also true of the amount of data fit to and the options passed to regional_epinow. I.e rt, Stan etc. These changes are needed to make the code more modular and extendable.
