Make blob store configurable / optional

Describe the improvement you would like to see
When using the public class CustomMissionService, it will fail if you dont have a similar blob-storage setup as we do. The
public class CustomMissionService will try to upload and downloads from a blob container. This needs to be configurable or optional (baked into a common mission planner / mission service).
