[shutter] add support for accessing data from shutter smart contracts

smart contracts to cover:

• Sequencer - subscribe for log events from Erigon in the Shutter pool, parse log events for submitted encrypted transactions, process
• KeyperSetManager and KeyperSet smart contracts - for getting eon key and keyper set info for decryption keys message validations, may need to subscribe for log events from Erigon and use state reader to access some information from smart contract storage at certain block if it is not contained in log events
