can deps be ignored if not available in _checkouts.

Is it possible to ignore the fetching of dependencies if they are not available in _checkouts folder.
While developer is working on new application he wants add it under dependencies but it is not required for integration so they want to ignore application.

None of the dependencies are in the _checkouts folder by default... This would mean never to fetch a dependency? I don't think this can work.
