You can use Ubuntu upstart - check for sample config in upstart.conf.

in general, if it is possible to specify links to the assemblies participating in the described compilation, it will be much easier. it's unclear when you start installing: npm install -g [email protected], npm install -g bower, npm install, bower install --- it turns out a lot of mistakes, and it is not known what the catch is...
