Orthofoto layer not matched version for green roofs / solar panels

The orthofoto layer is not for the same time period as the sustainable cities tools creating a mismatch.
As a quick solution adding a warning to the tool information should be done:

As a second step we need to review if we can add a warning when enabling this layer only when within these specific tools.

The mismatch issue might be resolved if a new composite austrian level orthofoto layer becomes available. Current discussion under #2343
