Previously declaration had info about who is declaring an object - declarant or family.
This was the case for at least several sections: estate, transport, income, liabilities, etc.
Now (probably starting from 2019) this information is missing in declaration.
E.g.: before changes, after changes (see estate section for example)
For us this means that calculations of aggregated values such as estate owned by declarant \ estate owned by family is incorrect.
We based our calculation on this info, and not on the information from property rights because the latter is often provided inaccurately.
So:
we need to find out, when NACP started these changes, and in what sections of declaration
we need to decide how we will assign an object to either declarant or family. For example, what if an estate object is rented, and rights are provided only for the owner (so neither declarant nor family member is mentioned in rights). Previously we judged based on who declares the object, but now it is not possible.
