Request Help Text from URL

Hi @robgaston currently the help text is blank. I spoke to our dev team and them mentioned that we need you to request text from URL: /Utils/Interactive-Map-Content/Help

Our dev team says that you should know how to do this since we use this approach in other places.

@EliCylogy I just pushed in an update that pulls the help content from the URL that you specified. FYI, on my end it is still blank because that url is returning a 404 from baaqmd.gov, but I'm assuming that is merely because it is under development.
