If a file named 404.html is present, Github Pages, Vercel, Cloudflare etc show that page when an unknown URL is requested.

We can not just create 404.ftd as we will by default generate /404/index.html, where as we want to create 404.html for compatibility with these services.

Requirement: If 404.ftd file is found, generate 404.html instead of /404/index.html.
