Similar to https://www.unkey.com/blog/introducing-ratelimiting somehow

export default eventHandler((event) => {
  const { user } = await getUserSession(event)
  const { rateLimit } = await hubRateLimit({ limit: user ? 100 : 10 })

  await rateLimit(user ? `user-${user.id} : await getRequestFingerprint(event))

  // ... 
})

This will avoid to have granularity about limiting based on the user state for example
