SPIKE: Research updating to CF CLI version 8 in Circle

Research updating to CF CLI version 8 in Circle. We use version 7 now.

Establish a list of ways we’re using CLI in our processes and put it here.

Identify if there will be any breaking changes if we upgrade to 8.

If the upgrade won’t cause issues. Create a follow up to upgrade on Circle.

Verify with dev team that CLI works on our local environments.
