Change locust script to slow user request rate to better match an actual user. #2467

In order to have more accurate control of how many users our locust tests are simulating, change the rate of requests per user to better represent a human. A starting point for that rate could be 4/s based on David Heitzer ‘s reading of Gregg’s demo. Feel free to adjust the rate based on judgement.

David Heitzer commented: Demo results were recorded[ here|https://fecgov.atlassian.net/browse/FECFILE-180?focusedCommentId=27964]. Based on these, we have set a request to occur every 1.5 to 4 seconds.
