Run topoSet and refineMesh in parallel

Both can be run in parallel in OF 8. We need to double check if this is true in OF 2.2.0 (Windows version). In any case, we already have different workflows for WIN32 in the OpenFOAM execution so could parallelize these just in Linux if there is an issue doing this in OF 2.2.0.
