Extract the linting logic to an external api

If we would like on existing project to detect all SLDS code smells, it will be hard to open each files with VSCode to references all of them

A good idea could be to create an external nodeJs Api (where we could use it if we want with CLI pry providing a file path or folder path) and which could be imported into the VSCode plugin project
