Polyfilling textInfo

Hi,

Any chance for your adding a polyfill for textInfo?

The proposal is apparently now at stage 3.

Per the README at https://github.com/tc39/proposal-intl-locale-info :

l = new Intl.Locale("ar")
let textInfo = l.textInfo;
// { direction: "rtl" }
l.textInfo.direction
// rtl

rtl-detect might be used as a base (though not a dependency due to issues with an earlier version).
