[FEATURE] Banner action for Alarm

Describe the feature
It would be good to have a banner displayed for alarms which can be configured in alarm actions. For example like the one in the image.

One more action type can be added to display banner along with display time and interval of display.

.

This would help to visualize critical alarms immediately rather than clicking on the alarms and then diagnosing it.
