Meson project version doesn't match Git tag #7

meson.build declares the project version to be 1, but the tag and GitHub release say 0.4. This is a bit confusing, e.g. in meson setup output when proxy-libintl is used as a Meson subproject. Would you be willing to update the project version when new releases are made?
