The REUSE example is missing a REUSE.toml and example files

The current version is missing an example of the REUSE.toml file and applied examples.
I was looking for templates for different file formats to add headers.
These may include:

• .md
• .rst
• .json
• .py
• .txt
• .yml
• .cff
• .ini
• .sh
